Minimum Age
In California, you can start the process as early as age 15½. At 15½, you become eligible to apply for a provisional instruction permit (learner’s permit) as long as you meet other requirements like driver education (if under 17½).
To get a full Class C license, you must be at least 16 years old and have held a permit for the required time (see below for details if you are under 18). If you are 18 or older, you can get a license without the 6-month waiting period, but you will still need a permit and must pass the tests.
Residency and Identity
Regardless of age, all applicants must prove their identity and California residency. When you apply, you will be required to provide:
- Proof of identity
- Two proofs of California residency
- Proof of your Social Security number
- Your true full name (if your name has changed)
Accepted documents for identity include a birth certificate or passport. For residency, accepted documents include utility bills, rental agreements, etc. (The DMV website provides a detailed list of acceptable documents.)
Legal Status
California issues licenses to all residents who meet the requirements, regardless of immigration status. You do not need U.S. citizenship — an undocumented California resident can obtain an “AB 60” driver’s license by providing alternate proofs of identity and residency.
All applicants must be California residents and must present the required identification documents.
