Can you be convicted of DUI with a BAC below the legal limit?

Why
Almost everyone feels the effects of alcohol below the legal limit, and depending on how badly you are impaired you can be arrested and convicted without a BAC measurement at all. (Section 9, Blood Alcohol Concentration Limits.)
