Why is it dangerous to judge a flooded road by looking at it?

Why
The handbook lists being swept off the road, floating debris, road collapse, vehicle malfunction and electrocution from fallen power lines among the dangers, and says depth cannot be judged by looking. (Section 8, Flooded Roads.)
