A pedestrian using a white cane or a guide dog is at the corner. This pedestrian:
- Must wait for the WALK signal like everyone else
- Has the right-of-way only in a marked crosswalk
- Has the right-of-way at all times — correct answer
Why
Pedestrians using guide dogs or white canes have the right-of-way at all times. Take extra care when turning or backing up, especially in a hybrid or electric vehicle, because blind pedestrians rely on sound. (Section 7, Pedestrians Who Are Blind.)
